Our Mission & Values
Our mission at Oregon Hill Farms is to provide our customers with exceptional quality in the processing and packaging of their labeled food products as well as our own exclusive line. We strive to provide first-rate customer service and satisfy the tastebuds of the end consumer.
We take pride in the integrity of our team of owners and employees, maintaining a high level of respect for ourselves, our customers, and our products. We will not compromise the quality of the foods we process and package. The diversity of experience, skillsets, and knowledge within our ownership is what will make Oregon Hill Farms a highly successful company.
Meet The Team
In May of 2024, five Oregon couples purchased Oregon Hill Farms from long-time owners Tom and Carmen McMahon, who retired after serving their customers for many years. The new owners saw the potential to build on what the McMahons had achieved and plan to expand product lines and services over the coming months and years. Oregon Hill Farms is familiar to and beloved by many locals who picked strawberries in the fields before the farm became a co-packing business.
Meet the new owners below!



Ty & Tammie Baxter
Co-Owners
Born and raised in Oregon, Ty spent 20 years on active duty in the Air Force doing maintenance and logistics on bombers and unmanned aircraft, then another 18 years as a support contractor. Now retired, he and his wife, Tammie, live just outside Cottage Grove in the house Ty grew up in. Ty plans to use the acquisition and logistics skills he learned in the Air Force at Oregon Hill Farms.
Tammie has 17 years of experience in banking and has worked another 20 years for a county building department in Virginia issuing construction permits. She brings that knowledge as well as an enthusiasm for customer service to Oregon Hill. She is enjoying retirement life with her husband, Ty, hiking, gardening, motorcycle riding, and visiting family.


Dave & Kathy Innocenti
Co-Owners
For 40 years, Dave worked at a wholesale distribution company for HVAC controls that was started by his grandfather in the 1950s. He eventually was an owner of the business before it was sold to a Seattle firm, then bought back into the business with the new owner, becoming the Vice President and General Manager. In 2019, Dave retired and became a part-time real estate broker. He continues to sell real estate while working at Oregon Hill in Sales & Marketing and serving as the managing owner. Dave volunteers for many church fundraisers, is the Vice President of the Columbia Investment Club, and enjoys traveling with his wife, Kathy.
Kathy’s background is in retail management beginning at Nordstrom and managing nonprofits. She served as the executive director for the St. Helens Senior Center and developed the Center’s nonprofit thrift store from a small shop to a large retail space and managed the store for 13 years. Kathy also worked as the staff coordinator for a nonprofit that developed workforce training partnerships among government, nonprofit agencies, and businesses in three counties. Kathy enjoys helping her community, previously serving as a board member and volunteer for several local organizations. Kathy and Dave have lived in St. Helens for over 30 years and enjoy traveling, gardening, their cats, and spending time with family.


Randy & Illine May
Co-Owners
Randy is a lifelong resident of the area. After serving four years in the Air Force, he worked in the family retail business and was an independent sales rep for multiple companies. He later started and owned his own construction business for 30 years. He has been involved in many partnership groups developing successful properties and businesses such as housing developments and hotels. His network of business and personal contacts is extensive, which assists in working with local government agencies and other partners to accomplish business goals. He enjoys golfing, is a member of the local Men’s Golf league, and is a life member of the local Elks Lodge.
Spending 34 years working in the wood pellet industry, Illine assisted in company growth, acquisitions, and expansions. The skills and experience she brings to the group include logistics, human resource management, event planning, procurement, financial management, and production management. Her community involvement includes Merchant’s Toy N Joy and St. Helens Yacht Club. She enjoys gardening and, as an avid walker, she has participated in numerous walking events and has had her own Portland to Coast Relay team for the past 22 years.


Brad & Elisa Rakes
Co-Owners
Originally from California, Brad and his wife, Elisa, live in Rainier, Oregon. Brad began his career in the food service industry, which has spanned over 40 years. He started and successfully ran three full-scale restaurants: Boston’s in Wilsonville, Linn City Pub in West Linn, and Plymouth Pub in St. Helens. Brad’s experience runs the gamut from hiring and managing staff, procurement, cooking, maintaining equipment, and financial management.
Elisa was born and raised in Columbia County, Oregon. She started in the restaurant business as a teenager and then worked for several years in a local large industrial business as a production planner, administrative assistant, and office manager. In 2019, she worked with Brad to open Plymouth Pub before selling in 2022. Elisa’s and Brad’s family includes three grown children, six grandchildren, three mini goats, and a dog named Ollie. They spend their spare time camping, traveling, working in the yard, and attending various sporting events.


David & Mindy Sass
Co-Owners
David began SRDH Plumbing (Northwest Plumbing Services) in 1991 and has created a successful family-run business along with his wife, Mindy, and children, Susannah and Richard. He was the youngest licensed journeyman plumber in Oregon, receiving his license when he was 20 years old. David is an avid fisherman and hunter and is a volunteer for the Coastal Conservation Association Oregon as chapter president and a member of the governing relations committee. He also serves as a member of the Columbia River Recreational Fishing Advisory Group representing Zone 3.
Mindy graduated from the University of Portland in 1993 with a BBA in Accounting. She is the vice president of her family's plumbing business and has recently added a retail store to their operations. She enjoys spending time with her horses, kayaking, giving back to her community, and fair-weather fishing. She is the president of Merchants Toy N Joy Benefit and the treasurer of the Columbia County Chapter of CCA Oregon. Mindy was named Entrepreneur of the Year in 2023 by the South County Chamber of Commerce. She brings her business management and accounting skills to the endeavor of expanding the Oregon Hill Farms operation.

Production Manager
The son of the former owners, Dan has worked at Oregon Hill for over 20 years. We are fortunate that Dan stayed on with the company to train the new owners and provide continuity for our customers.
Gabe Guttierez
Production
While being the newbie on our staff, Gabe has shown himself to be integral to a great day of production, quickly learning Good Manufacturing Practices and how to use various pieces of equipment.
Chris Ludwig
Head Cook
Chris has been with Oregon Hill since 2018. His production knowledge and expertise in cooking up delicious products is invaluable to our team. Chris also helps with research and development of new products and is HACCP-certified.
